I'm just finishing a translation where this comes up a lot. Employees - dipendenti and non-employees - non dipendenti.

Another way of doing it, perhaps a little clearer for a non Italian to understand.

Contractors / outsourced staff

I'm not sure if these fit the context, but more and more companies I have been working in call outsourced staff and freelancers "contractors".

Outsourced staff is still another commonly used term as well. EG. "OSN provide a range of staff outsourcing services focused on reducing cost. http://www.tlnsolutions.com/
Example sentence:

"Hiring Consultants: Independent Contractor vs. Employee"

"Contractors earn more than full-time employees, and they enjoy a more flexible lifestyle than employees do."
