Contractors / outsourced staff
I'm not sure if these fit the context, but more and more companies I have been working in call outsourced staff and freelancers "contractors".
Outsourced staff is still another commonly used term as well. EG. "OSN provide a range of staff outsourcing services focused on reducing cost. http://www.tlnsolutions.com/
