This is from a newspaper article reporting a meeting of the Central Social Insurance Medical Council (中医協).

遠藤会長が「...中医協で議論していくのかどうか」と委員に振った...

I'm not sure if this has the force of 'took a swipe at' or 'rebuked' or if it is something more neutral.

この場合の「振る」は、相手の意見を「仰ぐ」というような意味合いに使われていると思います。It's like asking the opponent urging him to reply now that the ball is in your court.
