quality-of-living allowance

I am translating the international transfer policy of a German company.

The text concerned is "cost-of-living and quality-of-living allowances" and I am wondering how best to differntiate these two. I translated "cost-of-living allowance" as 生計費. I suppose "quality-of-living allowance" is an additional compensation paid to the employees so that they can maintain the living standard of the host country.
