Estará bien si lo dejo como:

Hum, Lydianette, no, I wouldn't translate that way. Estimated cost of staff training was lower than actual costs as per agreement with contractors. O algo así. Ánimo!

It was not under planned, just the real cost was underestimated ;-) I would translate:

The planned budget (...) was below the actual cost as per agreement with etc.
