Dear Targamat,
I think we both agree that it is prohibited. However, we disagree on where this prohibition is placed. You are right to demand more context for more clarification. Here we go:

Only 2 per cent of respondents admitted actively offering tie-in deals. 7 per cent of participants admitted princinpally reacting in kind, if journalists actively approach them with the offer of a favourable report in return for advertising."
