This is from an article on stem cell research in Germany.

Hiervon ausgehend soll die vom Deutschen Bundestag am 11.4. 2008 beschlossene Reform des Stammzellgesetzes in den Blick genommen werden (Abschnitt III), die aus Sicht des Verfassers letztlich erneut zu restriktiv bleibt.
My attempt:

I orginally thought verfasser was lawmakers because this fit in with the context. I am now unsure and think it might be the author of the text at hand?

Editor? I am the moment translating a text in German written by one person and substantially edited by another, who refers to himself as the Verfasser. Could this make sense in this context?

agree: author of commentary aus Sicht des Verfassers = "in the opinion of this author" [writing the text that we are reading]; "in my opinion" is probably a better choice for EN (depending somewhat on the context and very much on the client) .... By the way: is "Abschnitt III" Part III of the commentary or Part III of the Act? ...

lawmakers would not usually be referenced thus. I'd rather assume this is whoever authored (wrote) the text, who seems to be someone commenting on an ongoing legislative process. Plus Verfasser here is singular, not "some". Plus it is about part II of said act, and not on Section which is English for Paragraph (§).
