One more P.S. One more, sorry :-)

I was thinking of a recent case with airline employees who refused to undergo intoxication tests and were: 1st and foremost denied entry to secure area and, only after that, 2nd were suspended without pay 'cause they couldn't perform their duties without that access.

It looks to me that the original is #1 in meaning.

So to clarify the last point - they may be workers, but it doesn't mean that they started actual work. And this is exactly what the employer is undertaking to prevent.

недопущение vs oтстранение I would agree with you if the original used "oтстранение" instead of "недопущение". The way it is, it can also apply to potential workers. You can say: "При приёме на на работу обеспечивает (обязуется)...", can't you?

You can also suspend someone if /when you catch them drunk at their workplace. Original says that you undertake not to even let them in to begin with, not to start work, rather then removing them from it post factum.

suspension Suspension implies that the person already works but is temporarily suspended from his/her duties. Original can (and often does) mean that they were not even allowed to start.

"недопущение к работе" = "временное отстранение от работы" (пока не пройдет медкомиссию, а в следующем пункте - пока не протрезвеет)
