what I understand is that in the area where the fish farm is being built there is a small amount of water (trickles of water) that is being collected (on a permanent basis) and used to irrigate the left bank via a drip system.
As for where the water comes from, there could be small cliffs where subterranean water oozes through porous rocks and trickles down the rock face...
