My final question regarding something that is installed in a property that is the subject of a commercial lease. It leads from the cooling units to the air conditioning unit.

Yes, of course, but it's still a funny way of putting it, and almost redundant. Open loop or total loss chilled water systems must be pretty rare, unless the chilled water comes straight from a glacier.

Since what goes out generally comes back in again, I'd be tempted to drop the 2-way (or inflow/outflow, aller/retour or whatever) and just leave it as "thermally insulated chilled water network".
