I know that vuere means "see" or "look at", but I don't get the semantic conection here. The sentence is long and convoluted, but really the only problem at this stage is that little tiny bit at the end. I just don't see how it connects to the rest.

Secondly, in the case of behaviours or practices linked to producing these behaviours – when the behaviours are not linked to the kind of practices mentioned above – it is understood from the interpretation of applicable legislation or by the existence of specific international law that there is an international interest in ensuring that these are pursued legally by the states, with for example, the Convention against Torture and Other Cruel, Inhuman or Degradable Treatment or Punishment"
