It seems an overkill. However, adding it would not do any harm other than make the text a little heavier. And you are right: the word to be left out is "integral".

executive summary
I think they're looking for a summary of the most recent tender, but I'm not sure that the "Executive" part of Executive summary is appropriate here. I would however go more for summary than "synthesis".
