In a historical novel I'm translating, this is the name of a scientific book published in the 17th century, in Holland. Obviously the title has to be in Latin.

It would be "Prodromus Dissertationum ***something***".

Clarification. Sorry, I wasn't clear about this. I do apologise. The book I'm referring to is a FICTIONAL scientific book published in the 17th century. So I need to actually translate "On the Excessive Velocity of Time" into Latin.
