I am confused about the use of Istituzioni with a capital. It's taken from a newspaper article on industry aid.
My feeling is that it could just mean political strategy in general.

well, even though it was your typo, the word institutions is not capitalized in English. I think it may be so in Italian to illustrate the importance of these particular institutions or to emphasize them in the text but this is not so in English.

They mean all the Institutions that are working to solve the economic crisis, so I think you have to leave it in capital letters.
