I guess this is the internal numbering of the areas inside the "Histadrout", kind of an ID of the region where the offices are located and are in charge of.

Hi Boostrer, I am sure I will not be telling you anything new by saying that the Histadrut is a megalithic organisation with activities in almost every aspect of Israeli society all over the country. In order to get a definitive cast iron answer of exactly what the term means, you will need to find someone to answer you who is privy to the internal organisational workings of the Histadrut and could put their hand on the Bible and swear that what they say it means is what it means. In the meantime, I imagine either of the two answers you have been given so far will not be far off the mark.
