Italian to English Law/Patents Law (general)

The context is a list of crimes including "reato di induzione a non rendere dichiarazioni o a rendere dichiarazioni mendaci all'Autorità giudiziaria". I have found and rendered it as "instigation not to make statements or to make false statements before court authorities" but I wonder if would be better to say "refuse to testify" instead of "not to make statements" and "commit perjury instead of "make false statements". And I wonder if there is already a set phrase for this type of crime that I have not found.
