I found this sentence confusing, and I think it's because of the 'hangende' and the 'het om':
In de betreffende casus was door de vergunningaanvraagster een gewijzigde verzoek bouwtekening ingediend hangende de beoordeling van de bouwaanvraag en het om vrijstelling.
My attempt at 1st half: "In the concerning case, the changed request to the building plan had been submitted by the individual requesting the permit, ..."
I'm not even sure if what I have is right, and of course the second half I've not been able to deal with at all. Any suggestions? thanks.

It looks like there is a word missing, which I believe is 'verzoek', so 'verzoek om vrijstelling'.
