The context is the following in an essay on the history of the formation of Argentine provinces.

I don't understand what conjugation presentaran is in and how it should be translated.

This is the meaning of "presentar" in this context.

The verb is in the simple future tense, which only seems to make sense if the text comes from an act or other piece of legislation.

Of course, all of this is conditional on the assumption that there is in fact a missing accent on the last "a" of "presentaran".

I prefer presentation of documentation. I also think that the quote using the imperfect subjuctive got spliced from what preceeded it determining the use of that tense. One could either ignore the orphaned subjuctive tense, or use a construction such as "For this purpose, the provinces would/ were to present...

Are you able to consult the writer of the piece? Because authors have to necessarily keep their quotes as condensed as possible and sometimes they have to cut down the length, which makes them difficult to translate out of context. The author should be able to help.
