'tutelary power'

Given that the explanation of the term is telling us that are different modes 'power' (probably referring to Michel Foucault in some way) I don't think 'force' is right, because the essay seems to examine different ways of 'control', not just by force, historically specific to Argentina. I would define the term as simply 'tutelary power' (in quotes). I think in English the meaning comes across (because it is a kind of contradiction the author may mean to imply) and also this kind of 'rule/power' is very common to South America and is well-known the historical literature. Hope this helps...
