se trata de un documento que trata sobre un programa europeo que va desarrollando unas acciones de apoyo a cuidadores.

El contexto es el siguiente:

- Establecer un baremo común de competencias transversales y específicas al tipo de persona ayudada
- Comparar este baremo con los distintos tipos de formaciones cualificadas
-Comparar el baremo de competencias con las necesidades detectadas en las empresas del sector terciario

Baremo podría ser "standards" "requirements"... pero no me convence ningún termino

I was skeptical when I first heard 'competencies' used in this context, but I've gotten used to it. It's approximately the same idea as 'skill set', so popular these days.

skills set

In management and in social contexts similar to yours, "skills set" or sometimes "skill set" is frequently used. Other viable alternatives include "skills framework" and "skills matrix" - all of which are included in my reference below, regarding skills management.

See for instance:

"The skills involved can be defined by the organization concerned, or by third party institutions. They are usually defined in terms of a skills framework, also known as a competency framework or skills matrix. This consists of a list of skills, and a grading system, with a definition of what it means to be at particular level for a given skill. (For an example of a mature skills framework, see the Skills Framework for the Information Age, [1], a technical IT skills framework owned by a British not-for-profit organization.)"

"To be most useful, skills management needs to be conducted as an ongoing process, with individuals assessing and updating their recorded skill sets regularly. These updates should occur at least as frequently as employees' regular line manager reviews, and certainly when their skill sets have changed."
