Swedish term

Fröet ligger i

Swedish to English Other Slang a saying
Fröet ligger i ...
in the sense that the starting point is in.. (I think).
I've seen the expression on Google and "translations" say "the seed is in" - which I don't understand at all, if indeed Google's translation makes sense.
Anyone know how it can be epxressed in English please>
TIA

Fröet ligger i [place] och den sedan något år tillbaka antagna översiktsplanen medger ingen förtätning med nya bostäder.

Can you provide the whole sentence?
