That is what the words mean, although I must confess that I have never before encountered this expression in a financial context.

I instinctively read this differently to the others, as a constant stock of something, and a quick Google shows the context is Teracom and digital radio, so it's a constant number of listeners/subscribers/customers or whatever you want to call them
