I did not want to muddy the waters, but in the English language the various phases of the criminal procedure are called stages: investigation stage, arrest stage, pretrial stage, trial stage, appeal stage, serving sentence stage.
Perhaps, because the criminal procedure is staged this way,
that's why the staged criminal procedure would not be used in English.
I still think that the politician who uses the above Hungarian phase frequently, mixes things up a bit.
It is true that a lot of these cases never reach the trial stage, and that is the reason why they have to talk about the procedure and not the trial.

While I agree with Ildikó's comments about the author's possible intentions, the answer given sounds like a translation and would not be found in any original English text. The correct translation would be show trial or the trumped up charges suggested by Judit, both of which are actual English phrases.

per - trial
Fel kell tételezni, hogy a szerzőnek oka volt ezt a valamivel körülményesebb (választékosabb?) kifejezést használni, és ezt szerintem a fordításban is vissza kell adni.

This is what it sounds like to me, "subjected to / implicated in show trials, though I must admit it's off the top of my head and I haven't had time to really look into it.

Egyetértek azzal, hogy a kifejezésben nem perről van szó, de a staged criminal procedure nem felel meg, mert nem a büntetőeljárás van megrendezve, hanem a vádak kitaláltak, és ez vezet a büntetőeljárás levezetésére, ami által a törvényesség látszatát keltik. Pont arról van szó, hogy a büntetőeljárás szabályait úgy-ahogy betartják; a kiindulópont hamis.

A magyar kifejezés kevert; amit mondani szeretne: koholt vádak alapján lefolytatott büntetőeljárás, amelyek része lehet a koncepciós per is.

A procedure és a proceedings sem mindegy, angol szóhasználatban az előbbi eljárási módnak felel meg, az utóbbi pedig maga az eljárás.
