I know this is quite similar to some of the other suggestions, but:
(a) I think you have to say "region" because a lot of people won't know what Marche means
(b) I don't think institute is the right word - it sounds like something scientific or academic

Marche region wine preservation association

I don't believe "Marches" or "Marchigan" are widely used in English; my university Italian teacher (from Ancona) always used to refer to it as "the Marche region".
NB it may be as well to leave the name as is (as the eurlex website does) and leave an explanation like this in brackets afterwards.

Of course "Marchigan" isn't widely used (oops, typo), but I don't believe "Marchigian" is either :)

Any explicit explanation of tutela sounds strange to me, so I think it should be left implied. An institute would naturally protect the producers' interests.

Marche wine protection/regulation/regulatory institute

If possible, I'd leave the original name of the body and perhaps add an explanation. In a food and wine context, "tutela" is usually translated as "protection" but if you want to explain what the organisation is actually about, you could call it a "regulation/regulatory institute".
