Dear Eileen, to avoid "administrative" you can use "office" - "office manager" - take a look here:
!...Also known as an “office manager,” an administrative manager oversees the administrative operations of a business or organization. An administrative manager may supervise administrative personnel within an office, such as receptionists, filing clerks, secretaries, or executive assistants. He or she may also be the sole person that provides administrative support to a particular division, department, or business or organization as a whole. ..."

Operations Manager
"Gestione", in italian and spanish, implies "doing", even though in in english it is translated as managing or management.
In todays world of corporate governance, there are positions such as Comptroller that are accountable for company compliance or "responsability", but I dont think that is the case here.
Depends on the organizational structure, so maybe with more context, you can find the appropiate title
The General Manager is responable for overall performance of the company and accounatable to sharholders and/or owners, where as the Operations Manager is responsable for the day-to-day performance of company and is accountable to the General Manager.
