The Common European Framework divides learners into three broad divisions which can be divided into six levels:
A Basic Speaker
A1 Breakthrough
A2 Waystage
B Independent Speaker
B1 【Threshold】
B2 Vantage
C Proficient Speaker
C1 Effective Operational Proficiency
C2 Mastery
The CEFR describes what a learner is supposed to be able to do in reading, listening, speaking and writing at each level.

进阶级(B1)
这几个级别都有通用的名称，在中国已经广泛使用：
A Common European Framework of Reference for Languages: Learning, Teaching, Assessment，简称CEF，CEF将语言的实际运用能力分成三等，共六个级别：
一等：Basic User初级使用者（A），包括入门级（A1）和基础级（A2）；
二等：Independent User独立使用者（B），包括进阶级（B1）和高阶级（B2）；
三等：Proficient User熟练使用者（C），包括流利运用级（C1）和精通级（C2）。
