aside from the fact there shouldn't be a comma in there between trattera' and la cauzione...

what does trattera' mean in this context. Will process? will hold? will negotiate for?

I guess you were thinking trattare (tratterà). With 2 r's it is trattenere (tenere->terrà) so will keep or withhold.
