my analysis....
透支 usually means overdraft; here , it literally means used up the room or space for further increase in the index.
That space for further rise of the index is the upside target range (e.g. 4200 to 4290) , but currently is has already went beyond 4290. Therefore, you can just say that it breached the upside target range.
