Non-refundable expenses

I think this translates very simply as "non-refundable expenses".
Or you could use synonyms such as non-returnable/non-repayable expenses.

Since when can 'depense' not be translated as expense? I really would like to know why the word expense cannot be used in this context.
neutral Mpoma : Dépense can be translated at "expense". I *think* rkillings is referred to the fact that shelling out the VAT man is not an "expense" in the normal commercial sense. But I think rkillings is being too severe and needs to add a clearer explanation.
