Common Specifications
流用 means these specs are being used for more than one model.
Say you have a machine, Type I, for which you already have complete specifications written up. Then you develop the next generation, Type II, and most if not all of the specs (User's Manuals, etc.) are the same. Then you would 流用 the specs from Type I. May also be expressed 併用 or 共用.

Interchangeability standards
The original Japanese sentence is somewhat ambiguous. Ms. Tina Wooden selected “common specifications” for 「流用基準」I basically agree with her, but it seems to me that “common specifications” means specifications that every manual(説明書)has to share. In this sentence, I would pick interchangeability standards instead.
