does it mean the workshops helped bring ideas into focus for the phase...

I think your latter concept is right.
In holding seminars in three different cities, they were able to discover whatever information they were seeking. Perhaps the cities are key here. They were able to find out what commonalities were to be found across a spread of different demographics to determine 'what works best.'
I think they held workshops to mine data and compare the differences in the groups to help formulate their planning.

I cannot be sure but if you compare frequency of usage in Google between "prove focus" and "provide focus" it makes one think...
