(the problem with "pass" is that it has a different meaning in the USA, where it refers only to the subject and not to the year's complement of subjects; thus "pass" would be ambiguous and confusing)

I think this means that the person being marked (or assessed) can be promoted into the next class or level if his/her marks are good enough on a cumulative basis otherwise they will be excluded (will have to repeat the year or leave or whatever the alternative is). So it's the equivalent of a "Pass" in the UK system.

advancement contingent upon. . .
In my experience as a secondary teacher in the US system, we would say a student advances to the next level, hence the noun form, but you could probably use the gerund "advancing contingent upon having passing grades or. . ."

Graduation
I have just finished answering the same exact question ''promoción'', in Spanish to English Lang.pairs, and graduation is one that comes to mind, as this applies to universities of English background(s). Promotion exists but its meaning is more for commercial terminology.
