... а остатка хватит, чтобы залатать дыры в ХХХ ... It's an article on nat economics againe and the issue being an international loan to be partly spent for settling the previous loans and partly (minor part) to be used for "the new patches" in the budget of 'projedaniya'. "Proyedat'" gives an implication of "waisting" money for social-oriented purposes instead of investing it into industrial secotor. Looking forward to your creative suggestions, as usu. Thank you.

OT: pablum/pabulum 2David... By the way, even by 1964, Webster's Unabridged listed these as two separate words in AE. Pabulum has an array of meanings, including food for certain types of metabolic processes, nourishment for the mind, etc. "Pablum" was picked as a brand name for a baby cereal, at some point, and came to mean mush, in general, and conceptual mush, in particular. Webster's, back then, gave the latter as a proper noun, denoting just the cereal.

populist vs spending David, thanks for keeping up the conversation! The idea is that state budgiting (giving away benefits to public instead financing manufacture), not political evaluation (populism) of curr. government is emphesized. As usu, Rachal has promptly kicked those belle-lettre attampts out of me. Fair enough.. thanks.

populist I quite like this suggestion of Olga's. A "populist budget" is definitely one where money is given out to the people, possibly unwisely.

The idea here would be to take the idea of "проедания", being a description of a budget category that eats up money without yielding a lasting return (you said that was the idea), move it up and integrate it into the дыры.
