In discussion of road planning, describes links between industrial areas and "centres de vie". I'm guessing the sense is "commercial and residential areas" or "non-industrial built-up areas", and I wondered about simply "built-up areas". Does anyone have any better suggestions? Thanks!

lively or populated area
I don't think that this is necessarily referring specifically to a residential area, but rather making a distinction between industrial areas and more populated or lively areas (as compared to industrial zones which are generally void of life and activity after 6pm--and aren't usually that full of life during the day either).
Although a literal translation wouldn't work, I think the idea is there: "the centre of life" or places where things are happening.
The "downtown" or "city centre" might be too specific. If so, I would suggest something more general such as "lively (or populated) areas", which could encompass the idea of both a downtown and/or a residential neighbourhood.
