I saw ingrain used for 徹底化 the other day and thought it was quite nice.

: You might also consider "infuse" or "instill". In native English materials I think you'll "instill" to be more common.

determined efforts or determination
If you translate the whole sentence keeping the context in mind, it is possible to translate "Determined efforts to place importance on high-quality customer service" or "Determination to place importance on high-quality customer service." I think the latter is better.
