I am very sure this is a name. I have asked this same question in other language pairs but, as of yet, haven't come up with any definitive answers.

The name is the author of a scientific article and is displayed as follows:

(日) 儿木 严

Normally the characters in parentheses in these types of articles designate the author's country of origin.

as for me, cinefil's answer seems reasonable. Because as far as OCR is used, it may reads 八 as 儿.

There are so many ways to read this name! Is there anyway you can just ask your client? This name can be read as:
Kosaki Itsuki, Kosaki Tsuyoshi, Kosaki Gen, etc.

agree Kurt Hammond : In case there is any doubt, the asker's question is written in simplified chinese characters. Figure out what the Japanese characters are and you have your answer. Google Translate says the traditional chinese characters are 兒木嚴. same as 児木 厳

neutral Minoru Kuwahara : I all agree with your note as "児木 巌" and I also tried Google Translation suggested by Kurt. Presumably if it is the right name that was asked, 児木 would be read "Niki" or "kogi", something like thatm but 巌 should be only read "Iwao" that is first name. -
