Your "countermeasures" is quite OK. Here is another possible translation, more literal, although I turned the noun into a verb.
I think the choice of wording is not casual, since laws rarely achieve anything more that a (bland) deterrence, especially in my poor Country. 8-(
You could also speak of "contrasting" or "opposing". The concept is always the same. Have a nice day!
