Tokyo Electric Power Co., Inc.: Engineering test sample

My guess;
ト電:東京電力
技試:技術試験

Another possibility: ト電 could be 東北電力 (Tohoku Electric Power Co., Inc.)

neutral drkoljan (X) : Wouldn't the kanji 東 be used in this case (as in 東大), rather than ト? My guess would be that it's an abbreviation of some loanword

Research the test sample

Work backwards. Research the test sample and see where you end up. The only other way to know is if you contact the author.

You have to understand that many of the Japanese who write in such a confusing manner normally stay out all night drinking at hostess clubs or other "interesting" nightspots. Unfortunately, translators are left to clean up the mess. :-)

disagree Angel Yamada (X) : it's not an order.

TEPCO—test sample

I used to live next to their building, and everyone referred to it as TEPCO. Besides, if in a column, you won't want to spell out the entire name.
