No, I hardly think the writer is being negative, but were he, "willy-nilly" would fit.
In principle tous azimuts means "in all directions", so "across the board".
But I do have a suspicion it is mis-used here to mean "intensively". Still, "across the board" carries that meaning pretty well too.
