I thought this was more like a sparking sound, like electricity popping.

Chirping

I don't think hissing noise is the one. Japanese have so many sound

Rattling noise

It's a continuing sound.
To me, it is more faint/high-pitched/lighter than what is described as "rattling sound".

But the first thing that comes to my mind when I hear "チリチリ音" would be a sparkler(線香花火)!

sizzling noise

All previous answers are acceptable. "Sizzling" noise is often meant, as eg sausages "sizzling" in the pan.
