It's a continuing sound.
To me, it is more faint/high-pitched/lighter than what is described as "rattling sound".
But the first thing that comes to my mind when I hear "チリチリ音" would be a sparkler(線香花火)!

Imagine the buffeting wind noise from a window cracked open when driving at high speed.
