English term

on the fly

English to Japanese Bus/Financial Finance (general)
context:
In some cases, policy measures are made up on the fly and without the help of a master plan that imposes the internal consistency needed in such a radical shift in policy regimes. As such, we are far removed from the world of “first best”. That is why policy effectiveness has been less than complete.
current attempt:
I am struggling with "on the fly" 「

How about this - too simple/ambiguous?

Now that I think about it, I wonder if 即興で could work here - "make up on the fly" is not too far from "improvise", is it? In the same vein, you could consider 間に合わせ or 急ごしらえ too.

My interpretation of "on the fly" is こっそりと in this case, since after the phrase "on the fly" the sentence continues as " and without the help of a master plan that imposes the internal consistency needed in such a radical shift in policy regimes.", which means that there was no consultation with others who may have had a master plan or solid ideas of how the policy could have been made.
