In "Auto de inquiracao de testemunha" the witness acts "na qualidade de canalizador por conta da queixosa".

'Queixosa' is obviously 'a complainant', but what about the rest?

The whole sentence reads as follows:
"Acerca dos factos denunciados no auto em referencia, o(a) ora depoente, na qualidade de canalizador por conta da queixosa, declarou ter conhecimento directo do seguinte: ... ."

A palavra "canalizador" em português realmente só é usada como sinônimo de bombeiro. Canalizar significa conduzir, direcionar, agir como um condutor. Baseada nesta idéia, escolhi o termo conduit.

I rest my case then. It's a very weird usage of the word. Maybe someone more familiar with this type of legalese used in Portugal could help. The document is from Portugal, correct ?

The proceedings unfortunately have nothing to do with plumbing. We are talking about proceedings for payment (of an invoice, not for plumbing services ;-) ), so as Marlene noticed, we have to look for a figurative meaning.

I did an extensive search in most major Portuguese language dictionaries and could not find any other meaning for the word "canalizador" besides related to plumbing. Approx. 145 thousand hits in Google for the word http://www.google.com.br/search?hl=en&q=

Canalizador (channalizer, literally) is someone acting as a conduit on behalf of somebody else.

Plumber looks logical if the case concerns water etc. but if not, it could possibly be just an agent/proxy acting on behalf of the plaintiff.

this is a term more popular in Portugal, not Brazil, so I'm using a reference from PT-PT dictionary:
