Italian to English Other International Org/Dev/Coop EU

It's the minutes of a meeting. I am not sure whether or not I can use "without proxy" in this context. Here's the sentence:

"Il gruppo conviene sull’opportunità che il predetto compito venga svolto dal Servizio Relazioni Esterne anche se viene preso atto che il dott. Rossi partecipa alla riunione ma **senza delega**."

later on it's clear that it means that this person is not allowed to take decisions on behalf of his Department:

"Il dott. Rossi precisa che la sua partecipazione è priva di deleghe e quindi quanto da lui sarà espresso nel corso della riunione non potrà in nessun caso impegnare l’ufficio per il quale lavora."
