Not really sure either. It's provided in a list form, as shown above, with no other explanation. I was hoping it might be a recognised phrase in French human resources jargon, but perhaps not. If I had to guess, I'd assume it to mean something like the ability to pick up on what other people say/do and respond to their (training) needs accordingly. Or maybe not...
