Very often (but not always) these are in spite of or in reaction to a government lack of priority for VET rather than because of it. This is variable by country and in all four there are (rather slow and uncertain steps) towards regional and local decentralisation. The peers themselves were far more impressed by what happens at ground level than in the policy stratosphere.
