bonds held up best on safe-haven

I don't get the exact meaning of "on safe-haven". Does it mean "because these US bonds are safe-haven assets" ? Thank you.

It seems your are right. "because of their [presumed] safe-haven quality."

US (Treasury) bonds are (or were, depending on the circumstances) held as (or for) best safe-haven

I think you're right. Or might be "US Treasury bonds were being held as the best safe-haven".
