Would this be "growth model"? I ask because I see in Spanish you can also say "modelo de crecimiento", but it seems more correct than "growth framework".
Any ideas?

check out "framework" and "context" first
We don't really see the preceding premises of your sentence, but "marco de crecimiento y desarrollo" being one of the great WTO clichés, I'd go very slowly along the line of deviation before I hit "model".
