Here's my suggestion - it's a sort of "half-way house"

Data acquisition technique specification for geodetic measurement of the objects of track facilities.

But you certainly can't leave your six "of's" in 18 words...

one option:

specification of the data acquisition method for obtaining the geometric measurements of railway infrastructure objects

(and if these objects are in fact buildings, you should use 'buildings', and 'dimensions' would then be preferable to 'geometric measurements' -- or possibly in any case)

Yes, too many. You have some good suggestions already, but since they sound possibly too literal to me, I offer this suggestion as well. Only your context will tell you for sure!

I agree with Ken that you might substitute "railway" for "track", though there's nothing wrong with "track" used in this way. I think you might also leave out the word "facility" as you see in the following examples:

Southern and the South Carolina Geodetic Survey collected over 300 surveyed ..... Track Features are track objects that fall within the center of two rails ...

Note that a measurement may be made up of several types of data. Otherwise, you might more simply say "... geodetic measurements for [OR of] ... objects".
