Maybe "Anlage" does not have to be translated necessarily, it just means there will be a mechanism installed that either lifts it or lowers it, imagine. Maybe this helps

maybe you could add: a mechanical dewvice for closing beam, but it makes it rather awkward

I haven't been able to find an example of the German term used in this sense, but it seems very likely this is what is meant:

They can also be referred to as "locking bars", which is closer to the German, but this could be ambiguous, as it could possibly be seen to refer to a specific part of the locking mechanism itself, rather than the entire assembly.

There is a reserved parking space outside the building with a locking bar so people don't park there when you are gone.

When I read your question, I zoomed in on parking space, thus overlooking vacant lot. The parking post idea is really only appropriate for individual parking spaces, not a larger space - sorry.
