It's a workplace description based on inspection of the workplace as part of a safety audit. I suppose it is written in - not translated into - English.

Is it a text translated from another language or written by a non-native speaker, and if so, does it really mean ´adjoining´grounds? Just a thought, since you have no context. There must be some background or underlying situation - can you let us know?

If it is a penalty, it might mean grounds/reasons for attachment (of earnings).
