What does 对谈判期限另有约定的除外 mean here?
工会或者企业、事业单位以及其他经济组织，除因不可抗力，不得拒绝或者拖延进行集体谈判。一方提出集体谈判要求后，另一方应当在十个工作日内予以回复。双方对谈判期限另有约定的除外。
My first shot is: "Neither the trade union nor the enterprise, public institution or other economic organization may refuse or delay collective bargaining except in case of force majeure. When one party demands collective bargaining, the other party shall respond within 10 working days. The two parties..."
Usually 另有约定的除外 means "unless otherwise agreed by the parties" but I don't see how it fits here.
